PAUL SHAMBROOM The photographer attends town meetings and accentuates their theatricality: in large-scale, panoramic shots in digitally enhanced color, enormous platforms dwarf the presiding locals. The endearing banality of the scenes redeems them-travel mugs of coffee, the words "hard work" stencilled on a cap, faces hung in tedium. Through Oct. 12. (Saul, 535 W. 22nd St. 627-2410.)
